we can implement it in a slab model, if ram is consumed by 10% then ram fee should be 1%, if it crosses 20%, ram fee should be 2%. it continuous for every 10%, so that the speculators maintain the price at lower but still gain in ram speculation. this makes win-win situation for both speculators and dapp devlopers
