I believe the main problem is that in many cases it is difficult to quantify how much to reward, who decide as we lack an objective measures. Unlike BPs rewards, it is simple and can be well defined. Dapps developers can be rewarded by tokens selling and in future capital market. Voting may not be possible all the time as community members are too busy maybe.
