Pesta Demokrasi Rakyat Pante Lhong

Pemilihan Umum sering di istilahkan dengan pesta demokrasi yang rakyat menentukan kandidat yang mereka unggulkan dalam parlemen atau pemerintahan.

Indonesia yang menganut sistem demokrasi pancasila tidak jauh berbeda polanya dengan negara-negara yang berfaham demokrasi lainnya disaat pesta berlangsung dengan melibatkan seluruh warga yang telah memenuhi syarat untuk memilih disemua tingkatan struktur wilayah pemerintahan.

Tingkatan wilayah pemerintahan pimpinan eksekutif di Indonesia terdiri Pemimpin tertinggi Negara disebut Presiden tingkat dibawahnya Provinsi yang di pimpin oleh Gubernur selanjutnya Pemerintahan Kabupaten atau Kota pemimpinnya disebut dengan Bupati atau Walikota dan pimpinan level terkecil disebut dengan nama Kepala Desa atau nama lainnya yang disesuaikan dengan kearifan lokal dan masa jabatan.

Presiden, Gubernur, Bupati atau Walikota dan Kepala Desa merupakan hasil dari pemilihan rakyat sesuai tingkatannya dan kesemua mereka adalah pelayan rakyat yang bertugas melayani seluruh komponen rakyat.

Lazimnya dalam suatu pemerintahan baru terpilih maka para pemimpin di masing-masing tingkatan akan menyusun kabinet kerjanya. Kabinet kerja menjadi hak perogatif dari pimpinan seperti halnya Presiden menyusun para menteri yang bertanggung jawab terhadap bidang pelayanan yang menjadi kebutuhan rakyat dalam menuju kesejahteraan. Hak perogatif pimpinan tersebut berlaku juga pada pemimpin di masing-masing tingkatan.

Beberapa malam yang lalu saya melakukan musyawarah umum bersama masyarakat dalam Desa Pante Lhong dan ini Sidang Umum perdana saya menjadi Kepala Desa semenjak dilantik akhir maret 2018 lalu. Materi sidang umum tersebut menyangkut hal "Peremajaan Perangkat Desa" sebagai jawaban saya sebagai pimpinan atas aspirasi masyarakat Desa Pante Lhong.

Dalam Pemerintahan Desa yang di atur oleh Undang-undang Negara, Kepala Desa memiliki mitra kerja bersama Badan Musyawarah Desa atau parlemen masyarakat yang terdiri dari perwakilan unsur-unsur wilayah, gender, agama dan adat, kelompok umur dan cendikiawan yang dalam peraturan kearifan lokal Aceh secara umum lembaga tersebut dengan nama "Tuha Puet" yang berperan dalam membuat dan melaksanakan fungsi legeslatif untuk eksekutif. Selain itu mitra kerja kepala desa di Aceh juga ada namanya "Imam Meunasah" yaitu lembaga yang membidangi khusus tentang Pengayoman dan Pelaksanaan Syariat Islam di dalam masyarakat desa.

Sidang Umum tersebut menghasilkan keputusan diantaranya wewenang eksekutif secara perogatif untuk menunjuk secara langsung para pembantu tugas kepala desa yang terdiri dari Kepala Urusan untuk beberapa bidang, bendahara desa yang bertanggung jawab terhadap penatausahaan anggaran dan Kepala Dusun yang bertugas dalam wilayah terkecil dari desa. Sementara sekretaris desa sudah permanen atas penunjukan Negara.

Namun menghormati kebersamaan khusus kepada perangkat kepala dusun atau kadus, saya sebagai kepala desa memberikan hak perogatif tersebut kepada masyarakat untuk memilih sendiri kepala dusun mereka. Pemilihan melibatkan semua elemen usia tua dan muda yang sudah mencukupi syarat sebagai pemilih dan gender laki-laki dan perempuan.

Kegiatan ini mendapat aplus dari masyarakat desa pante lhong dikarenakan menjadi sejarah baru karena pertama kali dilakukan sepanjang berdirinya desa. Antusias juga sangat terasa dimana peminat menjadi kepala dusun ramai-ramai mendaftarkan diri ke panitia penyelenggara pemilihan.

Acara pemilihan akan berlangsung nanti pada hari minggu tanggal 15 april 2018 pada pagi hari hingga siang. Saya mengharapkan acara ini bisa terlaksana dengan lancar tanpa hambatan.

Pante Lhong People's Democratic Party

General elections are often termed a democratic party that determines the candidates they nominate in parliament or government.

Indonesia that embraces the Pancasila democracy system is not much different from the pattern with other democratic countries when the party takes place involving all citizens who have been eligible to vote at all levels of governmental area structure.

The level of government of the chief executive in Indonesia consists of the highest leader of the State called the lower level President of the Province which is led by the next Governor of the Regency or Municipal Government of the leader is called the Regent or Mayor and the leader of the smallest level is called by the Village Head or other names adapted to local wisdom and length of service.

The President, Governor, Regent or Mayor and Village Head are the result of the election of the people according to their level and all of them are servants of the people who are in charge of serving all components of the people.

Normally in a new government elected then the leaders at each level will arrange the working cabinet. The working cabinet becomes a perogative right of the leader as well as the President prepares ministers responsible for the service areas that the people need to prosper. The leader's perogative rights apply also to leaders at each level.

Several nights ago I conducted a general deliberation with the community in Pante Lhong Village and this my first general assembly became Head of Village since inaugurated last march 2018. The material of the general assembly concerns the "Rejuvenation of Village Devices" as my answer as a leader of the aspirations of Pante Lhong Village community.

In Village Governance arranged by the State Law, the Village Head has a joint working partner of the Village Deliberation Council or a community parliament consisting of representatives of regional, gender, religious and customary elements, age groups and scholars who in the local Aceh wisdom regulation common institution with the name "Tuha Puet" that plays a role in making and executing legeslative functions for executives. In addition, the head of village partners in Aceh also has the name "Imam Meunasah" which is a special institution in charge of Pengayoman and Implementation of Islamic Shariah in the village community.

The General Assembly produces decisions such as the authority of the executive in a perogative manner to appoint directly the assistants of the village chief's tasks comprising the Head of Affairs for several fields, the village treasurer responsible for the administration of the budget and the Head of Hamlet serving in the smallest area of the village. While the village secretary has been permanent over the appointment of the State.

But respecting the special togetherness of the village or hamlet heads, I as the village head gave the perogative rights to the people to choose their own sub-village head. The election involves all the elements of old and young age that are sufficient to qualify as male and female voters and gender. This activity got aplus from rural pante lhong community due to the new history because it was first done during the establishment of the village.

Enthusiasm is also very felt where enthusiasts become head of hamlet busy to register themselves to the organizing committee of the election. The election event will take place on the 15th day of April 2018 on the morning of the morning until noon. I hope this event can be done smoothly without any obstacles.
