How to delegate Steem power?

So I read an article from Hive account@good-karma about how I he is running a positive feedback program to give upvotes to eSteem users. I want to delegate some of my steempower to his project so that more users can gain from my small but growing steempower. I am devoting most of my mining power on other chains to buy steem and then powering up my steempower.

I found a guide from a few months ago about how to run some command line tools to delegate steem to a user. If there is a GUI method of doing this please let me know in the comments. Otherwise I have a fun project to work on tomorrow. :)
