You have to download the cybergost app from: https://www.cyberghostvpn.com/en_US/. After the download finishes, you can run the cybergost app to choose the location you want to simulate, as the image below:
In my case, I choose UK and free service.
Go to https://eos.io/ and then you can find that you can buy EOS from US now. Click the button Get EOS to the page and accept all the requirements and then go to next step.
You also have to download the MetaMask Chrome plugin to get your wallet, and then click the third icon "INTERFACE - EOS DISTRIBUTION" to next page to buy EOS.
Then following the instructions to buy EOS in US.
