Medical and governmental policies regarding child care may appear to be good, but that's just how they appear. When you dig deeper into the reality, you see that there is a double standard applied to who is being looked at to care for children. Child "Protective" Services operate on policies that hold biological parents to higher standards that aren't applied to state-sanctioned "carers" like foster parents, social workers or court-appointed guardians.
Rather than actually ensure the safety and protection of children, these policies are structured to allow the opposite to happen. Arizona is a hotbed of anti-family policies that favor the disruption and destruction of bonds between biological parents and children. One policy established by Greg McKay, the director of the Arizona Department of Child Safety (DCS) is described in a document listed on their website. It says DHS has to do background checks on every adult "living in or having access to the home" within 10 days of a child being returned to their parents.
Initially, it sounds like a good policy, as everyone wants children to be safe. Who wouldn't right? How could anyone be against this?
This directive is to ensure all possible safety threats have been identified prior to returning a child to their parent/guardian home.
But the policy actually hinders the reunification of parents and children. Policies across America ensure that authorities like CPS/DCS and the courts make it easier to take children from their parents and all that they are familiar with, all they know and love, than it is for them to be rightfully returned to their loving families.
Statistics show that most legal child snatching by these authorities is done under false allegations. And when that's not the case, the child procurement syndicate have nasty social workers who are notorious for their under handed tactics of taking children for minor issues. Then they make the parents jump through numerous hoops of demands for them to have the "right" to get their children back.
It doesn't always work though, and these demands keep the circle of vulture-"providers" taking a cut of state money that supplies them with funds for "caring" for the children the state kidnapped. Many children end up trapped in the system, and those that eventually do get returned have been traumatized long enough for the system to use the kids-for-cash as much as they can.

Because it seems the same demands for verification aren't placed on foster parents, the strangers that are entrusted with the care of children. They get easier access to children, meanwhile parents themselves have a harder time to regain custody of their children that should never have been taken in the first place.
Anyone with a "questionable background" that is is a relative or friend of a parent can be used to prevent parents from getting their children back. Almost everyone knows someone who is shady or is a black sheep. People do stupid things, or worse bad things, and that sticks with them forever. Even if they changed, that bad reputation follows them. And CPS and the courts takes advantage of that to make it harder for parents to regain custody of their children. Yet, foster parents don't have the same level of scrutiny applied to them.
No child can be 100% protected from all possible dangers in life. In the effort to "ensure all possible safety threats", parents are paying the price. Life has risks. No doctor, social worker, police officer or parent can make everything safe. People often try the best they can, but anything can happen. Insulating children from fear of harm can do more damage than good. Equipping children to face the challenges and dangers that may arise is a better way to make them able to handle potential threats.
These standards that parents are obligated to meet under current policy, wouldn't it make sense that complete strangers would have to meet them as well, and even have more strict measures applied to ensure a child was going into a safe home? Taxpayers are paying for this "care". Wouldn't you want to favor the original parents, rather than strangers?
The kindness of strangers doesn't match up to the innate connection of a child with their own mother and father. The trauma of being separated from a biological family can hardly ever be equalized. The child procurement syndicate also works with courts to keep parents silent, while thy can advertise and sell the children out to adoption agencies. Both parents and children suffer when CPS gets involved. Many foster parents don't have the children's best interest at heart, and they get abused, both physically and sexually, and even sold into sex trafficking.
