This case of CPS's outrage happened in St.Petersburg, Russia. The society already knows about the danger that can come from CPS, but people are still shocked because of the reasons its workers use to destroy families.
2 kids of 13 and 10 years old just returned home from a walk in the center of the city. They used public transport like many kids even of younger age do. There was nothing strange and special in it. For everybody except CPS workers.
Later the boys told that an unknown woman came to them, scolded them for mud on their knees, said that they should be under parent's control and led them to the police department.
The police could ignore this fact and let kids go home, BUT they prefered to perform their duties even too well than to miss some cases of breaking the rules (that can lead to reproof from their chief officer).

the articles of the Family Code really give too much freedom to CPS and police. They can judge families, situatons and children only according to their own opinion (or profit that they can receive for taking kids away from parents). Personal attitude or personal interests have nothing to do with performing duties and making evaluation of what is wrong or right, but in fact the law allows it to happen...
The next day CPS workers came to this family's house. It was a family with 4 kids. The Father was at work, and only the mother was at home with 2 babies.
The CPS representatives told the mother that she had a poor house and didn'e cope with her parental responsibilities. Therefore, in order not to deprive them of their parental rights, the guardianship suggested to place all children to an orphanage temporarily, and parents would improve their life conditions faster.
It is one of the most common variant how CPS can avoid following the law articles and perform all the procedure of taking kids away. They just threaten parents to sign papers about their own wish of placing kids to an orphanage, otherwise they will make an official claim and lead it to the court for depriving them of their parental rights. They promise that they can visit kids whenever they want, and they will return home at once after parents will be ready to give them a better life. But it's just crual lie...
This cheatting works in many cases...Parents are lost, are afraid, don't know rights and laws, and they sign this hell paper...They let their kids go to an orphanage by their own hand! It gives CPS full freedom to take them away!
Later, CPS made a false certificate about alcochol addiction of the mother, but there were no proofs included!
When parents understood what a mistake they had done, they tried to return boys back to home but it was impossible. The CPS worker put them an ultimatum: first it was necessary to show a certificate of the income of the mother, to give "experts" to check the housing conditions of the family - otherwise, there was no chance to see kids again!
It was a great stress for the mother, and she got a heart attack... The father had to take care about 2 small babies and his sick wife, and as a result he was about to lose his job and a possibility to stay in Russia legally (he was a foreigner).
The kids were in a orphanage during 8 months. Parents tried their to overcome the mother's illness, problems with imigration and getting money for repairing of the house... A long and hard fight..
Thanks Heaven soon they knew about Public Commissioner for the Protection of the Family in St. Petersburg and turned to the "hotline".
He helped parents to overcome this CPS evil. It turned out that CPS just had no right to demand any proofs of better living conditions or anything else in the case when parents signed the paper about sending kids to the orphanage voluntarily by their own hand! They just had no rights not to let them come back home!
Boys were immediately returned home.. after 8 long months...
So the main problem was just helplessness and illiteracy of parents who didn't know laws and where they could go for help.
And there are 100s of similar cases all over the world. CPS use the situatuon when parents aren't aware of all the information about their duties and rights. But nowadays it's just necessary.
It's our main protection.
