Families are afraid of CPS, but often the evil begins much earlier - with claims and denunciations. So are they from the same hell with CPS? Without any doubt.
Dmitry Vaulin is a bright example of such people.
He is a person with clearly unbalanced psyche, previously brought to administrative responsibility for theft and antisocial behavior. He chases for families and mothers with kids in the streets, makes video if mothers scolds kids for their bad behavior and makes claims to police and CPS!!
Here is one of the cases and his videos. A young mother with three children. The average child cried loudly, but my mother did not lose self-control and calmly led him home. Vaulin instead of offering the help, began to make a video and to threaten the woman with CPS and police!

It's an ordinary situation in many families, kids can be capricious and behave like that because they haven't got anything they asked for.
But this man tried this case to be a reason for CPS investigation of this family, and we all know what the result it will have!
He is just a stranger in the street! Why does he do so? Is he paid by CPS for informing about "bad" families? it's the only logical explanation.
And it's not the only case of his activity, there is much information in the web about him.
Fortunately, this case has a happy end, because police clarified the situation and didn't see anything bad in mother's behaviour, but what if they had seen.... **CPS will be glad to have such street informers **like Vaulin..
The worst is that this practice is considered to be the norm, and officials develop it actively!
In the middle of February, 2018 , the Institute of Additional Professional Education for Social Workers at the Department of Labor and Social Protection of the Population of Moscow reported about graduation of 48 psychologists who had completed their qualification in the program "Safe Childhood: Psychological Technologies for the Prevention of Violence". Now specialists of the program will become coordinators for dealing with cases of ill-treatment in all districts of Moscow.
The official website of Moscow mayor explains that one of the main tasks of these psychologists in social centers for supporting families and children is to work ahead of time, prevent abuse. In Moscow and in a number of other regions, there is an entire city program to prevent family violence, in which "specialists"should ** interfere with any family shamelessly!**
Let's figure out what is going on, and what materials are used for education of such specialists.
It was not so easy to do this, because the Moscow Institute of Additional Education removed the original detailed description of the program, replacing it with a completely "innocent" text without specifics. Why the authors of such a useful methodology preferred to hide main facts is a reason for worrying; anyway,** the remote version of that page was found by some hackers in the internet, and parents were really shocked!**
To establish the fact of cruelty to the child, psychologists are invited to use the questionnaire - a uniform form of the evaluation of the child and the family, which is actively introduced in Russian schools, and a part of the questions are asked in classrooms without presence and even informing of parents!!
The state of the child and the situation of the family are estimated here by such questions provoking the righteous anger of the respondents:
> Does lifestyle and the regi me of work is good for taking care of the child?
Are there any debts?
Are the children left without parents at home?
Does the child have pocket money?
Is the child good at learning?
Do the parents put pressure on the child to achieve good results? ,
Is the child always called by name?
Is the child's self-confident?
Do parents criticize the child?
etc
What strange questions! It is interesting, what parents' work regime will be considered acceptable? Who decides it? All questions are very doubtful and very alarming!
The most dangerous is that CPS workers are equated here with the "closest circle" of the family and are required to treat them as close friends and relatives. If families refuse to communicate with such "a relative". It can be put into the "risk group" at once.
Now this practice is common only for Moscow, but the capital is always the beginning of changes for the whole Russia.
