Social orphans are children left without care of parents with alive parents.
This does not mean that they are necessarily drug addicted or drunkards. Juvenile justice is capable of entering every family and making any children social orphans.
What dangers does today’s reality pose?
It is perfectly described in the cartoon made by the community of parents and lawyers who protect families.

A little boy, a schoolboy, has his ordinary morning in his home with parents and his Grandma. Just an ordinary family, ordinary day, everything is fine.
But when the kid goes out, he meets reality...
CPS promotion of Hotlines where "poor kids" can tell about their cruel parents is situated anywhere in the steets, on school walls, bigboards, ads, a real info attack! Pscyhological pressure! And a little boy is involved into their trap....He has been persuaded that he really has problems in his family. And he calls them...
It's an anonymous hotline (as it's said) but of course, it's NOT. The woman shown in the cartoon as a CPS worker is described perfectly well. A cruel senseless machine-biorobot that does her job hunting for money.
Her monologue opens all hidden methods of CPS to interfere into any family and find dozens of reasons to blame parents and make them guilty - wrongm food, wrong clothes, wrong size of clothes.... if a kid helps his parents - it's physical violence, if parents don't buy him ALL possible toys - financial violence etc.
Any family has reasons to be broken - as it's shown there.
And in the end she says that all orphans are already sold (oh, I mean transferred - she says), and now there are no free orphans any more, but there is a plan to get them, so now their goal are - social orphans.
"Or you don't wanna get money bonus?" - her last key words.....
