Master Twii hears of how well his students are fairing, and sees the footage of them defending themselves from deadly pirates.

It was perfect. A textbook example of how to use oneself as a fulcrum in combination with the enemy's impetus. The enemy, in this case a burly Human with too much ego and not enough brains, had a stunning revelation on the way through the furniture.
Judging solely by the look on their face, they were expecting to browbeat those little bugs into handing over their lunch money. They were evidently shocked and awed by what they actually got.
Master Twii sipped aromatic tea as ze watched. "Good for them," ze said.
The CRC delegate with the info packets raised an eyebrow. "You endorse this course of action?"
"My Havenworlder students did not escalate the situation, nor aggress upon the Human thereafter. They acted to ensure the safety of all in the immediate area and subsequently reported to the nearest Security Office."
"This is not in coherence with the Five Step Plan," countered the delegate.
"The five step plan, as I recall, is a formula for minimising interaction by Security forces. It encourages bullies to bully and lessens the necessary actions by your agency or Security Officers. Step one, Ignore, only makes an aggressor become even more menacing. Step two, Talk friendly, only gives an aggressor more power. Step three, Walk away merely lets an aggressor hound their victim, perhaps into an isolated area. Step four, Talk firmly does absolutely nothing to someone already riding their power fantasy. By the time step five rolls around, and the victim gets to Report, the aggressor has already achieved everything they want and retreats without consequence." Twii paused to sip more tea. "Those who choose violence always seem to stop when the seemingly weaker party beats them. Life is interesting like that."
The delegate looked up the consequence report and boggled at the results. "That is... correct. In all cases where a Deathworlder met with resistance from one of your students, the aggressive party ceased all menacing activity."
"I would kindly submit," said Twii, "that the Security forces should be more active on stations when Havenworlders are present. I have also noticed that the aggressive with power fantasies are less active when the potential for consequences is clear."
"You could submit it," allowed the agent. "I will endorse it. How far it gets is another matter."
"I know plenty of Havenworlder polities who will campaign on its behalf," said Twii. Ze poured more tea for hir visitor. "In the meantime, would you like to pay audience to one of my classes? I suspect you may find it useful."
The agent considered this as they sipped their tea. Things had been rougher around the edges of Alliance space, of late. Deathworlders throwing their weight around. Looming at people and laughing later.
A little confidence would be a very nice thing. "I think I will remain and learn. For the betterment of my report."
