It is controlled in proportion to your hive power.
You will need about 800hp to give out a vote that won't round down.
Better to have 1000 so you get more than a few of those votes.
If you can't give a .02 vote to your comments how do you expect to get more comments?

If hive was a republic we could vote on things and that is how things would be.
But, hive is a commons.
If you don't like how things are being administered here, buy more stake.
If somebody with more stake than you is doing something you don't like, you can politic the community.
Or, buy more stake.
But, whatever you do, do not whine and cry like a pitiful simp, that isn't going to help in the least.
