I have my own thoughts I think if Barcelona re signs Neymar and signs the players that where once promised messi may decide to stay.

PSG (Paris Saint germain) PSG have lot's of cash and can afford to have him Messi will also be reunited with former teammate Neymar.
Manchester City A club that also can afford him and he will be reunited with coach Pep and international teammate Aguero.
Juventus A club that might be able to afford him but the desire to put him alongside Ronaldo will be a huge factor for Juventus to sign him.
Bayern Munich Having just won the UCL and having a great team structure Messi could consider a move the the German Giants.
Orof course he could go to the China as there teams have unlimited sums of cash.
in my opinion right now I think he will go to PSG.
