No it's true, but IQ tests have often been a little biased towards Africans because they involve a language section as well, and the test are often done in English, giving Africans a disadvantage.
Also, Africans, in general, seem to have a higher creativity, and less logical skills, on average. (There are of course exceptions, but this is talking averages).
