I do not know how much the Framerate is... But my wife do not care about it looks like also me. I runs smooth with Vsyn on 144Hz IPS Monitor with that settings. I use XESS with Ultra Settings also to make the good better! You do not need it. But play with the settings, i love the native XESS on native DX12 felling. Runs Fast. 30FPS you have minimum in every case if you know to make some settings below ultra. Raytracing runs good, i did not recognize any lost of performance with On.
Decrase the powerlimit if the game do not run well on your computer. Fix the Fan. Have Fun.
