It was a fork of Steem (code, didn't share the blockchain history but there was an airdrop) announced all the way back in 2016, a censorship resistant blockchain specifically for Russians.
It looks like it's still technically running but I don't see a post newer than 3 days old...

They chose not to adopt the developments that were made to Steem, starting with the linearization of the reward pool. Perhaps that is why they never took off, or perhaps the idea of a separate chain for Russian users was just a dead end from the start.
