This is great news for Arkansas folks!
According to this article, Arkansas is listed as a Constitutional Carry State. However there is some confusion regarding the Constitutional Carry Act 746 that Arkansas passed back in 2013. It doesn't clarify open carrying of a firearm. Some lawmakers even say that Act 746 only applies to Arkansas's "Journey" law, which allows Arkansans to have a gun in their car without a permit. Plus, Arkansas still issues permits including enhanced conceal carry permits. Why would a state still issue permits if it is a "Constitutional Carry" state?
I'm sorry folks but the 2nd Amendment is my enhanced concealed carry permit. Anything else is UNCONSTITUTIONAL!
Due the confusion of whether or not Arkansas is a Constitutional Carry state, Congressman Brandt Smith of Jonesboro has sponsored Arkansas House Bill 1013 to clarify gun rights. If passed Arkansas will be a full blown Constitutional Carry state without all the confusion. So far HB 1013 has been read and adopted.

With Kentucky now going Constitutional Carry all the states (except Tennessee) surrounding Arkansas have now gone Constitutional Carry which should help HB 1013 pass.
