The DAO / Worker Proposal System needs to be its own hardfork so that the predictable disaster that will follow from the 50/50 curation and reward curve change and the rest of the "economic incentives" can be reversed down the road. Bundling the two together is a terrible idea. If the top witnesses want to play the "try it and see what happens" game, and completely ignore game theory which tells us that there will be negligible changes to user behavior (people will predictably still choose the most self-benefiting action in the short term and thinking otherwise is just pie-in-the-sky wishing), at the very least have the decency to make that its own hardfork so it can be reversed. Look - this is just common sense. Even the most ardent supporters of the proposed economic incentive changes are basically saying they can't predict the outcome because we don't know how user behavior will change. If you are proposing something that is a "try it and see what happens", it needs to be proposed on its own so that if what happens is everyone except bid bot users and owners/delegators loses out, it can be reversed. It will be way harder to reverse a hardfork that has something genuinely useful with wide support like the DAO included.
