Walter Burien - CAFR1
It looks like Walter isn't going to get his museum.
He's been tryin to get it going for a few years now, but the funding just isn't there.
For those of you that don't remember, Walter Burien is the discoverer/popularizer of the CAFR.
What is a CAFR?
It is the Comprehensive Annual Financial Report.
You can read that as the state's second set of books.
If it makes money for the state, it goes in the cafr.
If it costs money, it goes in the budget.
You will hear all this moaning and groaning about the budget, but you never hear about the cafr.
My state has 2 years of tax receipts held in the stock market.
They could not collect a penny in tax for two years, and still meet the budget.
Your state is likely to be the same.
When you are ready to stand up to corruption, we are in good company.
