Sometimes it's a bit confusing to mention the common name of this fly species, some call them banana stalk flies, some call them cactus flies. But where I live, they are called papaya stem flies. That's because most of them are often found on dead papaya trees that have rotted away.
I thought it was easier to find the scientific name than the common name after searching on the internet. Neriidae, the scientific name for papaya stem flies, is a species in the Diptera family.
From their physical appearance, Neriidae is closely related to Micropezidae which are also belong to the Diptera family. I can confirm that it consumes the liquid produced from the stem of the decomposed vegetation (see figures 5, 6, and 7).
