Do you means the witness vote or the proposal vote....
As I am aware the staking or power of native token in someone's account means it supports more the witness....
I dont know if this will effecy upvote on proposal... as I remember I have read somewhere that the percentage of upvote on proposal does not mattet only no of upvotes matters...
