Some stuff is really cheap to do, weekly press release ( around 100$ with some medium reach). Could rotate between front ends and hive projects that do something ( i still hate the idea 0 incentive for projects besides collect DAO money).

Next could be outreach to Blogger, youtube channels, News/ crypto websites about guest posts ( a lot are free if asked nicely. Needs the ability to think outside the box).

Well and paid articles ( smart selected).

That would be basic SEO work ( all projects on hive should do on their own, no one does so they should all die in a long run, by the rules of online marketing and " winner takes all").

And beyond that the list would be endless to make it worldclass
