Because HBD interest is above the natural rate it should be. It had to first be raised, and then allowed to stay there for a while to see if the desired effect (more people buying it via Hive, and creating a positive flywheel for Hive price) would materialise. It did not.

Now, it is becoming a growing burden and we must balance the incentives so that HBD can continue to be attractive for as long as possible. And the only way to do that, is to make HP more attractive.

If HBD was at most as attractive as HP, then this discussion wouldn't really even be happening.
