This question of whether rules should always be followed strictly or not is a bit dicey, and I feel the answers can vary because it's going to depend on a lot, like the context where the rule will be applied or the nature of the rules.
It is very important to set rules in order to maintain law and order, ensure safety of individuals, and also promote fairness in different aspects of life.
Setting rules provide a system or guidelines within which people can operate in order to help or prevent chaos and confusion.
There are many cases where strict adherence to rules is very necessary to protect the rights and well-being of all involved. For instance, the "do not smoke" sign that is often posted in a gas station needs to be adhered to in order to avoid fire or explosions; therefore, this rule must be followed by customers and staff to ensure a safe environment.
Few areas where rules should be followed;
When it is designed for safety and security purposes, such as traffic laws or safety measures in workplaces. For example, ignoring traffic signals can lead to accidents and endanger the lives of others.
Rules are also necessary when dealing with legal matters in order to ensure justice and prevent unnecessary harm as much as possible.
In many organizations, rules and policies are to be followed to maintain orderliness.
Some areas where rules shouldn't be followed;
Rules that are outdated or unjust. Here in Africa, we have several of those rules that discriminate against women.
In instances where there's an emergency in maybe an organization and a critical decision needs to be taken at that moment, I think some rule or protocol can be broken.
While rules are good and important in some areas of life, there are some areas where we need not to be too rigid in adherence to rules because it might not always be the best approach. The key is finding balance in life.
