It's a trafic exchange surfing policy used by Project ePayTraffic.

Surfing time, credit ratios and the ever changing traffic exchange community

Now for the policy elements,
15 - This is the default time in seconds that must pass before a member can click on the confirmation icon. Obviously it is not a good choice of timer for someone that is in a hurry to collect things. The value is for the advertiser.
8 - All members can claim an 8 Second Surf Day Credit. They activate it when they want. Currently under development, allowing the credits to be gifted, traded or sold. This is a reasonable timer for members earing advertising credits and has little negative impact to the advertised site.
5 - This is the fastest surf timer on ePayTraffic. I have never set it lower and I never will. Our Paid-For-Performance program cost is greatly influenced by the cost of selling a 5 second timer. As your surf timer gets faster there is a greater chance of a negative impact to advertisers.
1:1 - You view a page, you earn an advertising credit. Plus, there is no requirement of auto-assigning of credits. And there is a generaous value for ad campaign creation limits. The primary focus has always been to advertise a member site/url effectively, efficiently and at a low cost. Under development is functionality that will change how you create and manage ad campaigns across various platforms. Also, just so you know, fjworld is no rookie when it comes to surfing online. The reasons and purpose varries dependeing on many factors. I have been programmed to not ask someone to do something I would not atempt myself. I know what is required to be in first place. I also know the value of leveraging ones abilities. What I am getting at, is that I am aware of all the weakness in a system. So if I, and other members spend a lot of time collecting things, then a fair system needs to give more advertising to the members at no additional cost. On ePayTraffic, advertisers are rewarded with organic traffic. On several pages, and it is expanding, the viewing public is able to click on the same links that only registered members are able to see. And those views do not consume member credits. Project ePayTraffic has several features on the books that will be released in a strategic manner. More will be shared in future posting of our traffic exchange community.
4 - A four hour surf time limit. That is more than enough time to surf for advertising credits. Again, ePayTraffic is focused on quality. And we have lots of room for improvements. However, we know that you just don't say the words and quality appears. You must implement measures that ensures your system is delivering what it is expected by your customers. This is another element to manage the negative impact of super clickers. Some form of balancing has to be managed because many members do pay to upgrade, so they too, can maximize their returns on those partner sites promoting the cash value of their surfing game. I am a player myself. Playing is a good thing. Again, there are some ideas in the works relating a member performance and duration on the site. This safe guard has different roles. The member is still able to start a new 4 hour block of surf time.
I hope this helps you better understand the different configuration of our program compared to a typical lfmte traffic exchange.
