You've got a very nice argument, dear. At some point I believe on that especially on the part that we really have a dramatic lack of medical doctors and tech-scientists. I do hope that one day the government or any private institution would give support to increase the number of these professionals that our world need. Personally, I have known some friends who wanted to join those fields but since they don't have enough finances, most of them enrolled in another course and some didn't even pursue college. And this too breaks my heart.
On a lighter note, I also believe that there are companies who offer scholarships that are not just concerned with so called "quotas". I have given an example above. They focused on creating professionals in maritime field. There qualifications for their scholars are above standard and I believe, that profession too, is one of the important professions in our world (as they transport people, goods, etc. by the sea).
I really got your point, dear. We share the same sentiments and concerns on the lack of support in sciences, medicines (even on the other fields). I'm also waiting for that moment that it will be given much more focus and support too.
