Publicly sending riot police out to steal citizens and then present them with an excellent blackmail option of trump-up charges and excessive Russian jail time or conscription in the military and being sent to the front lines. A lot of these Trumped charges are about contraband of some sort which probably means any western clothing or Western items like cell phones.
However this is an incredible choice as you are either going to sign up and go to war voluntarily with this involuntary conscription or you are going to immediately get shipped in a prisoner battalion to the front lines with a much more horrible fate as human wave attack personnel.
