Nigeria is a country with divers terrorist groups ranging from Boko Haram group, bandit groups, unknown gunmen, herdsmen group and militancy.
These terrorist groups fought tooth and nail to dominate the country security network, of the have destroyed thousands lives and properties both government and private is infrastructures. Does it really means that Nigerian Government can't tackle this issue? Yes! It's possible but Nigerian Government play politics a lot even with critical issues. The major problem of constant increase in number of terrorists in Nigeria is the issue of Nigerian Army recruiting and accepting pretending repented ex-terrorists member who surrendered into the Nigerian Arm Forces and the society at Large.
Can terrorists fight against herself? Impossible! This is why Nigeria will ever faced with killing, destructions, damages and insecurity. When they fake repented ex-terrorist members are recruited into the Nigerian Arm Forces, they became informat to the group which they came from. They gives out every details which the Arm Forces might decide concerning the terrorists in the nation. Tell me how possible it is to eradicate insecurity in the nation when there are insider who relate the information, details and way of escape to the same group you want to destroys? It is very sad to know that they are not repented at all rather they pretended in order to get Nigerian security information and sent it back to their groups in their hideout, this makes it difficult even in the next generation for Nigeria Arm Forces to dominate and totally destroyed terrorists.
Though it is believed that they were terrorist members but are now repented but how quinine are they? The havoc caused by so called repented ex-terrorists member are so dangerous and disastrous in the Nigeria as a nation in Destructions of lives and properties and security network. Aside from that the fact that, they help to relate security information and way forward, since they are now recruited into the Nigerian Arm Forces, they have access to weapons, they also help in escorting and supplying weapons to their groups in their hideout. Why it's remains difficult in eradicating Terrorist groups because they are in Nigerian Police Force, Nigeria Army, Nigerian Navy and all sub security network one could think of.
Nigerian military has recruited more than One thousand (1,000) terrorists fighters who have in most cases only surrendered and renounced their group’s jihadism. If they have surrendered yet they shouldn't be recruited into Nigerian Arm Forces, this is where Nigerian insecurity start with. And until this misconception is normalize, there is bound to be problems, killings and destructions of lives and properties.
In Borno State where Boko Haram dominated, the State Government announced the repentance and sundering of over three thousand (3,000) terrorists whom they set to welcome into communities in the state. It is sad enough that terrorists group understand that if they do this, they will have an advantage and control of the state. They tried to plaint it real while presenting their fake state of repentance to the public by holding placards with slogans in most cases like “Peace is the only way”.
It is funny enough that Nigeria’s State Security Service (DSS) launched Operation Sulhu secretly in 2019, which aimed at getting repentant commanders to persuade their colleagues to surrender. To me, this is madness. To what use is this program to the betterment and solving issues of insecurity?. Meanwhile, the Operation Safe Corridor is also an initiative by the military to get people under Boko Haram control to repent and join rehabilitation programmes being carried out in a camp in Bauchi State. The shocking part of it is that those sundering mostly are the civilians living under terrorists control, not necessarily commanders of the group. If the commander of the leader is not captured, there's still the group existence.
In March 2018, the president of Nigeria, Muhammad Buhari announced that his government was ready to accept the “unconditional laying down of arms by any member of the Boko Haram group who shows strong commitment in that regard.” then in July 2020, great number of some repented members of the group in Borno State was rehabilitated and given the opportunity to live normal lives while while some was recruited in Arm Forces. Though many Nigerians criticized the move. Already, Nigeria Government has proposed a bill to create an agency for the rehabilitation of repentant Boko Haram members after killing, destructing, burning many lives, properties, infrastructures etc. When the agency made the announcement which triggered an outrage and debate among Nigerians who also let Government to know that the releasing so called repented Boko Haram militants into the civilian population could be counterproductive but yet Nigerian Government failed to listen to this advice.
Proper profiling of the repentant Boko Haram insurgents to avoid hasty release of hardening elements to the larger society. Rehabilitation of Boko Haram ex-associates through Operation Safe Corridor pass through Giwa Barracks, the screening and holding facility in Borno State managed by the Joint Investigation Committee. The committee comprises investigators and prosecutors, and determines people’s eligibility for deradicalization, rehabilitation and reintegration.
Moderates, including foot soldiers and mid-level commanders, go to Operation Safe Corridor for rehabilitation.
rehabilitation of ex-associates is a tough deal because communities have been found to be hostile to repentant terrorists. But the important work that must be done is the provision of economic opportunities for both ex-fighters and IDPs (internally displaced persons) with the aim of keeping both busy and reducing the possibility of friction between both, as well as a return to the life of terror on the part of the repentant terrorists.
