Germany is comparatively rigorous about stuff like this and I'm certain that this is the reason we only have 9000 deaths listed although we are much larger than England. But even the 9000 number is to high according to a pathologist who performed an autopsy on over 100 people that got listed as COVID-deaths and found that half of them clearly died of something totally unrelated.
