One recurring theme in the Coronavirus narrative is the potential for bioweapon attacks, a strategy to maintain fear through the threat posed by “white supremacists,” with the potential to use CRISPR technology to edit the genes of pathogens. This is the narrative being pushed by people such as FBI director Christopher Wray along with Homeland Security and members of the intelligence community, all of whom declare the greatest threat in America is white supremacists. In a lengthy interview with Whitney Webb, she shows article after article in which the same narrative is pushed. Allegedly these homegrown terrorists can use CRISPR with the same ease as rednecks cooking meth in a trailer park.
However, as anyone with any sense whatsoever understands, gene editing and splicing requires scientific expertise and sophisticated laboratories to perform this and gain of function bioengineering. But that hasn’t stopped the propagandists in the mainstream media from selling this narrative to a fearful public. The goal, as most people with an iota of awareness know, is a tyrannical medical police state built upon propaganda, false flags, and state intervention either by police, the military or both.
The agenda pushing the narrative is the same one behind Dark Winter, as are many of the same actors with links to the military, the CIA and its funding mechanism In-Q-Tel. These same actors keep showing up over and over again. The UPMC article shows that although the Ft. Detrick Bioweapons lab may be shut down; the bioweapons program may not have. It’s entirely possible that it may have just transitioned the US bioweapons program from a military facility in Maryland to private research facilities in Pittsburgh and Wuhan, to name only two. The search for vaccines to combat SARS, AIDs, MERS and other similar diseases may in fact just be a cover for bioweapons research. Many academic institutions such as UNC-Chapel Hill where gain of function research, and UPMC are involved.
One of the positives to come out of the original Dark Winter exercise was the discovery that many pathogens such as anthrax, zika, hantavirus, ebola, and other “unspecified” pathogens went missing from Ft. Detrick in the 1990s during the George HW Bush and Clinton administrations when Chinese “scientists” were given access to America’s top secret labs.
“In addition to missing samples of anthrax, ebola, hanta virus and a variant of AIDS, two of the missing specimens had been labeled “unknown” – “an Army euphemism for classified research whose subject was secret,” according to reports. The vast majority of the specimens lost were never found and an Army spokesperson would later claim that it was ‘likely some were simply thrown out with the trash.’”
“An internal Army inquiry in 1992 would reveal that one employee, Lt. Col. Philip Zack, had been caught on camera secretly entering the lab to conduct “unauthorized research, apparently involving anthrax,” the Hartford Courant would later report. Despite this, Zack would continue to do infectious disease research for pharmaceutical giant Eli Lilly and would collaborate with the U.S. National Institute of Allergy and Infectious Disease (NIAID) throughout the 1990s.”

The involvement of NIAID indicates that Dr. Anthony Fauci has been a part of this from the beginning. The people involved in the Dark Winter exercise had foreknowledge of the 2001 anthrax attacks before they ever happened. One thing that’s important to bear in mind is that the cabal behind the COVID-19 scamdemic, Dark Winter, and bioweapons research doesn’t plan a day, a week or even a year ahead, but generations. This plan has been decades in the making, the viral outbreaks including the 2001 anthrax attacks, Dark Winter, Crimson Contagion, Event 201 and the transferral of pathogens from Ft. Detrick in the 1990s is all part of the same plan as is the coupling of anthrax and SARS-CoV-2 at UPMC, as is the “accidental” leak from the Wuhan facility. They also involve many of the same players.
“That June 2001 exercise, known as “Dark Winter,” also predicted many aspects of government pandemic response that would later re-emerge in last October’s simulation “Event 201,” which predicted a global pandemic caused by a novel Coronavirus just months before the Covid-19 outbreak. In addition, the U.S. government would lead its own multi-part series of pandemic simulations, called “Crimson Contagion,” that would also predict aspects of the Covid-19 outbreak and government response.”

Two of the prominent Dark Winter actors, Thomas Inglesby, and Tara O’Toole (who is now at In-Q-Tel) have shown up at UPMC. But those are only two, there are several more worth looking at as well. The CIA is not only involved in research through funding (In-Q-Tel) but the CIA-controlled Mockingbird media is responsible for the propaganda that fuels public fear. The same cabal behind Dark Winter, CIA, NIAID, US Military and others, also includes Big Pharma who stands to profit handsomely from the COVID-19 scamdemic. All of this leads to total control for the government and their Big Pharma allies both of whom wish to implement a medical police state in which mandatory vaccinations serve the totalitarian cabal and the depopulation agenda. The vaccines are little more than bioweapons that give the power of life and death to the government… this has been the plan all along. Operation Warp Speed not only makes vaccines mandatory, it also alleviates the government and pharmaceutical companies of any legal responsibility.
The involvement of Big Pharma and the biotech industry begins with Bioport, later Emergent. This was also a continuation of the interface of the biotech/bioweapons and the US military begun at Ft. Detrick and later the Wuhan lab as well as several American universities.
“Formed for the sole purpose of acquiring a publicly-owned company in Michigan that held the exclusive license to manufacture the only FDA-approved anthrax vaccine in the United States, BioPort sought to quickly expand the size and scope of its contracts with the U.S. military. This strategy was made possible thanks to the former head of the Joints Chiefs of Staff, Adm. William Crowe, who would prove highly instrumental in the rise of BioPort’s vaccine monopoly and its subsequent, aggressive hiring of former government officials as lobbyists.”
“However, Pentagon auditors had found that much of the money awarded to BioPort was unaccounted for and the money they were able to trace had failed to go towards renovating their vaccine production facility, which had lost its license until numerous sanitary problems (sanitary and otherwise) were fixed. Meanwhile, scores of soldiers who had suffered ill health effects from BioPort’s anthrax vaccine, some disabled for life, began speaking out, bringing BioPort’s most critical product and chief source of income under unwanted scrutiny.”
The vaccine production stayed in the US while the bioweapons research was shipped abroad to places like Wuhan even though the vaccines were also bioweapons as evidenced by the corona-thrax made by UPMC. What’s important to understand is that the COVID-19 vaccines are designed for different purposes each to target specific populations. Corona-thrax is designed to depopulate, while other vaccines such as the one being researched by Moderna contains nanotechnology designed as a digital ID system that allows the government to track and surveil segments of the population. In addition, the Moderna and other similar vaccines are based on mRNA that alters the human genome. For this plan to work, mandatory vaccinations are necessary, hence the push by publications such as the New England Journal of Medicine.
“A paper published in the New England Journal of Medicine has called for mandating a coronavirus vaccine, and outlined strategies for how Americans could be forced to take it. The paper states that the vaccine should be voluntary at first, and then, if not enough people are willing to take it, “relatively substantial” penalties should put into place for those who refuse it. The paper suggests that “employment suspension or stay-at-home orders,” should be issued, but that fines should be discouraged because they can be legally challenged.”
Emergent Biosolutions provides the foundation for the Big Pharma/Biotech interface with the US Military. “Given its history, it should come as little surprise that Emergent Biosolutions is now set to profit from the Coronavirus (Covid-19) crisis. They are particularly well-suited to make record profits off of Covid-19, as they are backing not one, but two, vaccine candidates as well as an experimental blood plasma treatment already approved for trials in New York state, thanks in part to Jerome Hauer’s old boss, New York governor Andrew Cuomo. As noted in a previous article for The Last American Vagabond, the other main companies developing Covid-19 vaccines in the U.S. are strategic partners of the controversial Pentagon research agency DARPA, which has become increasingly aligned with HHS in recent years thanks to another Dark Winter participant, Robert Kadlec.”
Virtually every facet of the COVID-19 scamdemic has its roots in the Dark Winter exercise. It can be followed like a chronological roadmap from Dark Winter, to Crimson Contagion, to Event 201, and finally the COVID-19 outbreak. We are now informed that Dark Winter II is on its way.
Emergent, through its work with anthrax, also provided a template that would come to govern future government responses to biological threats. “The Michigan Biologic Products Institute (MBPI) had been founded in 1926 by the State to serve the vaccination needs of its largely rural population, many of whom worked on farms and required inoculation against naturally occurring anthrax spores and rabies. By the 1980s, the Institute stood alone as the only anthrax vaccine manufacturer in the U.S. after 1970s-era regulations had driven most private vaccine manufacturers out of business. MBPI’s anthrax vaccine was known as Anthrax Vaccine Adsorbed (AVA) or BioThrax.”
“In September 1998, BioPort [Emergent] acquired the MBPI facility through a $25 million package of loans, cash and promises to pay Michigan state more for the company in the future, promises that were later broken. It was later revealed that El-Hibri and other BioPort partners had only placed $4.5 million of their own money into this package.”
This was the vaccine administered to the US Military for the Gulf Wars that had catastrophic medical consequences for those inoculated. But, as is virtually always the case, was no one held accountable, “...BioPort had also inherited military contracts worth nearly $8 million for anthrax vaccines. They quickly secured another contract for the same totaling more than $45 million, with an additional $16 million in cash for immediate renovations — a sizable deal likely due to BioPort’s aggressive hiring of former Pentagon and federal officials as lobbyists in addition to Crowe’s own deep ties to the Pentagon.”
Even though the Pentagon had made plans to scrap its relationship with BioPort, the Sept 11 2001 attack on the US and the subsequent anthrax attacks caused them to change their plans… it couldn’t have worked better for BioPort if it had been deliberately planned.
“As the anthrax attacks unfolded, Hauer advised Secretary Thompson to establish a new office at HHS, the Office of Public Health Preparedness (OPHP), whose first acting director was Dr. D.A. Henderson, a former official with the World Health Organization and the original founder of the Johns Hopkins Working Group on Civilian Biodefense, which had sponsored Dark Winter and included Jerome Hauer as well as Dark Winter co-authors Tara O’Toole and Thomas Inglesby. In early 2002, Hauer himself would replace Henderson as head of the newly created OPHP.”
These are the same people who would run the Dark Winter simulation and are currently involved with UPMC and the Corona-thrax vaccine. The involvement of Dark Winter’s O’Toole, Inglesby, and Hauer with Emergent also include Dr. Sue Bailey and the FDA’s Dr. Katherine Zoon, both of whom were rewarded with positions on Emergent’s board of directors.
“It is worth noting that Hauer was not the only key government official that had aided BioPort and was later awarded with a position on its board of directors. A few years after Hauer became a board member of Emergent Biosolutions, the company added Dr. Sue Bailey to its board in 2007. Bailey had previously served as the Pentagon’s former top medical official during the late 1990s and played a key role in keeping the military’s anthrax vaccine program from being derailed from persistent concerns from veterans about its safety and adverse side effects.”
“Another expert Dr. Katherine Zoon, who was then director of the FDA’s Center for Biologics Evaluation, concurred with Dr. Bailey’s assessment regarding the safety of the anthrax vaccine in her statement. Zoon, who would subsequently hold key posts at the National Institute of Allergy and Infectious Diseases (NIAID) and at the National Institutes of Health (NIH), was also added to Emergent’s board of directors.”
Zoon’s association with the NIAID also implicates it's director, Dr. Anthony Fauci. It is said that nothing at NIAID escapes his purview. Emergent, likely through its relationship with NIAID, gas also branched out. “Though Emergent Biosolutions has enjoyed its privileged status regarding the anthrax vaccine for over two decades, it has long since branched out and profiteered from a variety of pandemic scares, including Ebola and Zika, and public health crises both globally and domestically. They have also acquired other vaccine monopolies, including the U.S.’ only licensed smallpox vaccine through their purchase of Sanofi, which came with a $425 million government contract and the promise of subsequent multi-year renewals on that contract for the ever-increasing national biodefense stockpiles.”
These are the same biodefense stockpiles that the Crimson Contagion exercise found depleted after the H1N1 epidemic. The Obama administration never resupplied the PPEs and necessary drugs. Moreover, Ebola and Zika were some of the pathogens stolen (or “misplaced”) from Ft. Detrick in the 1990s.
COVID-19 and the New Dark Winter
Emergent has also positioned itself to become a major player in the COVID-19 vaccine race. “Emergent’s history of corruption and profiteering has in no way prevented them from cashing in on the Covid-19 global health crisis. On March 10, Emergent announced a partnership with Novavax to produce a Covid-19 vaccine, a vaccine also backed by the Bill Gates-backed Coalition for Epidemic Preparedness Innovations (CEPI). CEPI had previously partnered with Emergent Biosolutions, giving them over $60 million in 2018. Emergent further expanded its partnership with NovaVax on March 31.”
The Dark Winter architects on Emergent’s board are also involved with the Corona-thrax research at UPMC -- and they’re heavily involved with both the US Military through DARPA and the CIA through In-Q-Tel (Tara O’Toole now works for them). These vaccines are more akin to bioweapons than medicines -- even the more benign ones that only contain nanotechnologies. Even the tests are rigged.
As I’ve written many times before, it’s impossible to test for a pathogen -- in this case a virus -- that can’t be isolated. The PRC tests currently used test only for antibodies that could include the common cold (another member of the coronavirus family of diseases), flu shots, or even antibodies naturally released by the immune system to fight any infection. In an article by Lance Johnson, Natural News poses some very succinct questions:
“What motivated the World Health Organization (WHO) to declare a pandemic at the time they did? How much of the pandemonium, governments’ lock downs and corporate control is an overreaction? How much of it was planned? Whose agendas do these lock downs and economic controls ultimately serve? Did you know that covid-19 testing kits were distributed before the pandemic was declared?”
These PRC tests were handed out in 2017 and 2018 in anticipation of the COVID-19 “pandemic.” “Are covid-19 testing kits strategically designed to produce false positives, to overstate the number of cases to justify government intervention and isolation of healthy people? The CDC owns not only the patent on the coronavirus but also a patent and exclusive rights to the testing methodology. Why are the covid-19 testing kits producing false positives in those who are not sick, producing false evidence to force quarantines on healthy people and to declare outbreaks that aren’t even real? Why is the medical fraud [sic] allowed to persist?”
The answer is clear… not only is an enormous amount of money at stake, but more importantly so too is total control of the world’s population. Positive test results, even in a healthy population, goes a long way toward stoking fear -- and a fearful population is a malleable population, a population easy to control. This is a critical facet of the propaganda initiative led by the MSM. It also makes mandatory vaccinations easier to promote.
What all of this amounts to is a medical false flag of epic proportions, one that has decimated the American economy and created an atmosphere of fear. Mandatory masks were stage one… mandatory vaccines are stage two. All for a “pandemic” with a 99.7% survival rate. But, there’s much more to come, Operation Darkest Winter is just around the corner awaiting the outcome of the election next month. The medical establishment will continue to push the COVID propaganda while the research division looks for more effective bioweapons.
There is far more than just a medical option, a military coup is also underway with the Transition Integrity Project (the subject of an upcoming article). This is it, the cabal is going all in on their plan, a plan that has been generations in the making. It’s arguable whether or not the election of Donald Trump forced their hand.. I believe that the revelations by independent journalists and civilian investigators into Pizzagate/Pedogate blew the lid and exposed the cabal for what they really are. Either way, this is it… humanity will either prevail or succumb to the forces of evil.
