The relationship between public relations powerhouse Hill & Knowlton (H&R)and the CIA was covered in part by Whitney Webb in her series on Epstein, the Mega-Group and the Maxwells, a relationship that bears closer examination. For anyone unfamiliar H&R is perhaps the largest PR firm in the world with over 70 offices in more than 50 countries. Their job is spinning lies to provide cover for some of the world’s most nefarious individuals, organizations, and countries.
For decades H&K has run cover for the CIA providing backstories in concert with the Mockingbird media -- the mainstream media provides false narratives based on false realities provided by the spinmasters at H&K. They have incorporated psychology (Behavioral Sciences) into their repertoire making them even more dangerous. Being a public relations firm they even spin this to make it sound positive.

If you see it on the news, you can fairly bet it came from H&K. “One of the most important ways public relations firms influence what we think is through the massive distribution of press releases to newspapers and TV newsrooms. One study found that 40 percent of the news content in a typical U.S. newspaper originated with public relations press releases, story memos, or suggestions.”
“In the 1930s, Edward Bernays, the " father of public relations," convinced corporate America that changing the public's opinion-using PR techniques-about trouble-some social movements such as socialism and labor unions,.was more effective than hiring goons to club people. Since then, PR has evolved into an increasingly refined art form of manipulation on behalf of whoever has the large amounts of money required to pay for it. In 1991, the 50 J.S.-based PR firms billed over $I,700,000,000 in fees.”

No one has taken better advantage of this perhaps than the CIA. One example of H&K’s handiwork was the “incubator babies” in Kuwait that created the public consensus for the first Gulf War. A tearful girl identified only as Nayirah testified to Congress that Iraqi soldiers were removing babies from incubators and leaving them to die on the cold floor. President George HW Bush cited her testimony ad nauseum. The only problem was, it never happened. The girl, it turned out, was the daughter of the Kuwaiti ambassador. It was all made up by Hill & Knowlton. But it didn’t stop there:
"The H&K team, headed by former U.S. Information Agency officer Lauri J. Fitz-Pegado, organized a Kuwait Information Day on 20 college campuses on September 12. On Sunday, September 23, churches nationwide observed ;. national day of prayer for Kuwait. The next day, 13 state governors declared a national Free Kuwait Day. H&K distributed tens of thousands of Free Kuwait bumper stickers and T-shirts, as well as thousands of media kits extolling the alleged virtues of Kuwaiti society and history.”

Robert Keith Gray and Edward Wilson
Robert Keith Gray managed H&K for over thirty years along with The Gray Co. Gray began as advisor to President Dwight Eisenhower and went on to advise Nixon and Reagan as well. He often bragged about his personal friendship with CIA head William Casey, one of the most corrupt CIA directors the agency ever had. 60 Minutes characterized Gray and H&K as “...an unelected shadow government” because of their influence.

Gray also represented Marc Rich -- pardoned by Bill Clinton his last day in office -- and Adnan Kashoggi, the arms dealer, while at H&K. He also had ties to several CIA operatives in addition to William Casey. “Gray was a known associate of CIA agent and Naval Intelligence officer Edwin Wilson, having served in the 1970s on the board of Consultants International, an organization that Wilson had founded and that the CIA used as a front company. Though Gray attempted to distance himself from Wilson after the latter was caught illegally selling weapons to Libya in 1983, a Navy review of Wilson’s intelligence career, unearthed by journalist Peter Maas, stated that Gray described Wilson as a man of “unqualified trust” and that Gray and Wilson had been in professional contact “two or three times a month” as early as 1963.”

Terpil was a CIA legend in Vietnam who was said to have gone rogue. The fact is, he grew a conscience and began talking about the agency’s misdeeds. According to Terpil, Wilson was running honeytrap operations for the CIA in much the same manner as Jeffrey Epstein.
"Historically, one of Wilson’s Agency jobs was to subvert members of both houses [of Congress] by any means necessary…. Wilson’s specialty, however, was starting front companies. Unlike shell companies, whose only purpose was to provide layers of cover for miscreants and their deeds, front companies perform actual services. One of the most prominent CIA front companies is DynCorp that provides military logistics, something necessary for smuggling arms, human beings, or drugs, as was the case when shipping drugs back from SE Asia in the coffins of fallen soldiers. To run a successful sexual blackmail operation where the targets are allowed to play out their sexual fantasies, these fantasies must be bizarre and out of the ordinary. Marital infidelity is old news and has little impact. Pedophilia, on the other hand, in addition to being illegal, is anathema to most Americans. Whether it’s young boys or underage girls these CIA front companies provide the victims. The mainstream media is also complicit in covering up the crimes.
To digress for a moment, one example of how this works is the involvement of former ABC News correspondent Craig Spence. Spence left ABC to become a lobbyist, and more. In 1989 “... it was revealed that he had been pimping out children to the power elite in the nation’s capital throughout the 1980s in apartments that were bugged with video and audio recording equipment.”
“It was revealed just seven years after the Times’ published its doting profile of Spence that his “glittery parties for key officials of the Reagan and Bush administrations, media stars and top military officers” had been bugged in order “to compromise guests.” According to the explosive report published by the Washington Times, Spence was linked to a “homosexual prostuition ring” whose clients included “government officials, locally based U.S. military officers, businessmen, lawyers, bankers, congressional aides, media representatives and other professionals.” Spence also offered cocaine to his guests as another means of acquiring blackmail.”

Washington DC is a culture built on lies and deception and H&K is the master of both, as is the CIA. It would be naive to believe that legislators write their own legislation -- that is done in the shadowy world of K St. where lobbyists write the legislation for their clients, corporations and special interest groups. The American people, thanks to people like Robert Keith Gray and Edward Wilson, have been steered so far away from the truth that they live in a fantasy world, a construct of PR forms such as H&K. In this fantasy world things like pedophilia by the elites of the power matrix are never mentioned. However, that is the currency of power, the untold secret that determines how America is governed.

When danger of exposure arises, the crisis managers at places such as H&K go into overdrive manipulating reality, then a narrative is presented to the MSM via a network of think tanks.
