At some point there is a division of labor, and I don't really think of a rigid hierarchy with one group or entity firmly in control of everyone, but of competing factions and agencies that all benefit from working together in certain endeavors, such as world conquest. Chabad appears to be running rackets, and using the cover of the cult to enable blackmail ops along the lines of Roy Cohn's operation. That would make them the tip of the spear in covert control of governments and corporations keeping the forces of the NWO operating in concert according to plan.

It's difficult to compare powers and abilities between financial vultures, military tyrants, and blackmailers, but in fact all these and more are working together to destroy civilization competent to prevent being conquered from continuing to exist, because they all seek to benefit from conquering the world and work together for that common goal, despite that they also compete for power within the cabal, as all gang members seek to advance their power and control within the gang without weakening the gang upon which their power over non-gang entities depends.
