For a situation in abuse in which the victim does not dare to do anything, while the perpetrator steps over every boundary.
For example:
When a psychopathic narcissist as perpetrator twists everything in such a way that the deprived victim does not dare to report anything, not even the real crimes, because the narcissist twists the facts in such a way that the consequences of his deeds are attributed to others, as "their perpetrator's actions" - while allowing himself everything.
(So the reporting of the deeds is seen as offensive - although it is only a reaction/consequence to the crime of the perpetrator - thus the defender is stylized to the "perpetrator", whereby the role of the victim can be taken).
So also as example with the state, which wants "its portion of everything", even by force, permitted by itself and approved to even directly threaten with punishment/prison towards the concerned ones, if these do not want to be robbed voluntarily or even dare to resist against it.
So the actual perpetrator, state, suddenly becomes the robbed victim - since the in reality robbed defend themselves against the taxes. So the defenders are then the perpetrators, who harm the state (because it sees it as completely normal that all must let themselves be robbed by it voluntarily).

Also regarding cannabis "legalization" (in germany):
While the perpetrator has harmed the affected people for a very long time very strongly and above all unjustifiably (which it actually always is) -- now, however, the masses are satisfied that they are allowed to play the same game with slightly adapted rules, although they do not need it at all to make themselves dependent on the abuse of the perpetrator (because they are not actually dependent on cannabis as medicine, but otherwise are supposedly not "allowed" to try it at all)
and thus even legitimize and normalize this abuse.
Simply spitting on all those who, despite their real suffering (because they really medically need it), have fought for so long for real change.

So searching a term for special total abuse - where one party/perpetrator allows himself EVERYTHING and oversteps any boundaries and those affected dare nothing at all, not even to defend themselves justifiably.
(There would be even more, yes endless, examples alone with the Corona abuse - there the perpetrators have also allowed themselves EVERYTHING, the victims no longer even dared to breathe... literally..)
[How come that one side dares to do EVERYTHING - especially the unjustified - and the other side simply dares to do NOTHING -- not even the simplest, most self-evident things which don't concern anyone else but themselves anyway -- ?]
Resignation? Psychopathic manipulation? Powerlessness? Absolute abuse? intimidation?
Fear? self-censorship? masochism? - no, masochism would not be involuntary...

And yes this plays on several levels and does not always have to be all direct open violence -

And mostly extra lousy - because the perpetrator/manipulator presents him/herself EVERYWHERE as a victim.... - and it works seemingly no matter how omnipotent the perpetrator is, is only about the OCCUPATION of the victim role ?
I think there should be an extra term for such a condition/situation - also to emphasize the tragedy and to distinguish it from normality instead of seeing it as normal.
