I'm glad the community is addressing somewhat political topics, where we can appropriately express our interest in this area. I believe that, although it's a very controversial subject, it's important to discuss it. Currently, in my country, as everyone knows, Venezuela is going through a difficult political period. Here, the laws were dismantled 25 years ago. I must admit that some are good, however, they are not enforced due to the existing corruption. At this moment, the most pressing and prominent problem is environmental conservation, of course, along with the central economy and human rights, including education. But I would focus more on environmental conservation, since it is a crucial factor for the country and the development of Venezuela's economic and tourism activities.
Me agrada que la comunidad esté abordando temas que son un poco políticos, donde podamos expresar de manera adecuada nuestro interés en ese ámbito. Creo que, aunque es un tema muy controversial, es importante hablarlo. Actualmente, en mi país, como todos saben, en Venezuela no se viven buenos momentos políticos. Aquí las leyes fueron destruidas hace 25 años. Debo admitir que hay algunas que son buenas, sin embargo, no se cumplen debido a la corrupción existente. En este momento, el problema más inminente y prominente es la conservación ambiental, por supuesto, junto con la economía central y los derechos humanos, incluyendo la educación. Pero yo me concentraría más en la conservación ambiental, ya que es un factor importante para el país y el desarrollo de las actividades económicas y turísticas que realiza Venezuela.
Primarily because Maracay and the entire central region have been experiencing frequent forest fires during these months, and the heat here is unbearable. Since there isn't a widespread environmental awareness in the city, people tend to leave behind trash like glass and other objects that can quickly ignite when the hills are completely dry from the high temperatures. The glass starts to burn, causing the forest fires. The authorities here should be aware of this and prepare for these seasons, but they never do. The difference from previous years is that Henry Pittier National Park, unfortunately, burned to 80%, including much of the wildlife that inhabits the park, which is devastating for the city's environment, as many tourist activities depend on this park. People didn't seem to care; they were more concerned about seeds falling near places like El Limón and surrounding areas, while the park itself burned. The firefighters did not act quickly, and volunteers had to intervene, a volunteer fire brigade made up of civilians, including myself, to help fight the flames.
Principalmente porque en Maracay y en toda la zona central, últimamente están ocurriendo los llamados incendios forestales en estos meses del año, y el calor aquí es insoportable. Como no hay una cultura de conservación ambiental predominante en la ciudad, la gente acostumbra a dejar desechos como vidrios y otros objetos que pueden inflamarse rápidamente cuando el cerro está totalmente seco por las altas temperaturas. Los vidrios comienzan a quemarse y esto provoca los incendios forestales. Las autoridades aquí deberían tomar conciencia y prepararse para estas temporadas, pero nunca lo hacen. La diferencia con años anteriores es que el Parque Nacional Henry Pittier, lamentablemente, se quemó hasta un 80%, incluyendo mucha de la fauna que habita en el parque, lo cual es fatal para el medio ambiente de la ciudad, ya que muchas de las actividades turísticas dependen de este parque. A la gente no le importó; les preocupaba más que las semillas cayeran cerca de lugares como El Limón y zonas cercanas, mientras el propio parque se quemaba. Los bomberos no actuaron rápidamente, y tuvieron que intervenir voluntarios, una brigada de bomberos voluntarios compuesta por civiles, entre ellos mi persona, para poder ayudar a combatir las llamas.
Not to mention the recent increase in the stray dog and cat population, and people aren't doing anything about it. Very few organizations rescue stray dogs, sterilize them, and provide them with food. However, these organizations are self-funded, and very few receive support from the government or other companies. This has also been a problem, as almost every day more than 100 car accidents occur in which, tragically, dogs and cats lose their lives, and people don't seem to care. Furthermore, another percentage of these animals are abandoned on roads and in busy areas, where they end up being hit by cars.
Sin mencionar que últimamente ha habido un aumento en la población de perros y gatos callejeros, y la gente tampoco hace nada al respecto. Son muy pocas las asociaciones que recogen a los perritos de la calle, los esterilizan y les proporcionan comida. Sin embargo, estas asociaciones son de autogestión y muy pocas cuentan con recursos del estado o de otras compañías que puedan apoyarlas. Esto también ha sido un problema, ya que casi todos los días ocurren más de 100 accidentes automovilísticos en los que, desgraciadamente, perritos y gatos pierden la vida, y a las personas no les importa. Además, otro porcentaje de estos animales es abandonado en carreteras y lugares bastante concurridos, donde terminan siendo atropellados.
It's worth noting that laws already exist that condemn animal abuse and abandonment; however, I believe they lack sufficient legal weight to be considered effective. Therefore, my first legislative proposal would be to create a comprehensive law encompassing all aspects of environmental conservation, from wildlife to urban animals like dogs and cats. Those who abandon, kill, or harm animals should face prison sentences of between 6 and 15 years, in addition to a fine or compensation of at least $500. Furthermore, environmental pollution should be strictly prohibited, with those who litter, no matter how small the amount, being fined $650 to deter this behavior. It is essential to increase surveillance in the city to demonstrate that these types of actions are being reduced. Unfortunately, humans only learn when punished and rarely understand their own mistakes. Moreover, it is crucial to implement a strong culture of environmental conservation in schools and public areas, as awareness depends on education.
Cabe destacar que ya existen leyes que condenan el abuso y abandono animal; sin embargo, considero que no tienen el suficiente peso legal para ser tomadas en cuenta. Por ello, mi primera propuesta legislativa sería crear una ley que abarque toda la conservación ambiental en todos sus ámbitos, desde la fauna silvestre hasta los animales urbanos como perros y gatos. Las personas que abandonen, maten o lastimen a los animales deberían enfrentar penas de entre 6 y 15 años de cárcel, además de recibir una multa o indemnización de al menos $500. Asimismo, la contaminación ambiental debería estar estrictamente prohibida, sancionando a quienes arrojen basura en la calle, por pequeña que sea, con una multa de $650 para disuadir esta conducta. Es fundamental aumentar la vigilancia en la ciudad para demostrar que este tipo de acciones están siendo reducidas. Lamentablemente, el ser humano aprende cuando es castigado y rara vez comprende sus propios errores. Además, es crucial implementar en escuelas y áreas públicas una cultura sólida de conservación ambiental, ya que la conciencia depende de la educación.
