On terra, but they don't like to speaking about those things here, Hive account@vsc.network is building the tools to do that on $hive but hive development takes a long a time... Because funds delivery takes long, and I understand there's a need to the community to agree on something to get it funded but DeFi is in the institutions now, and hive still doesn't have a proper smart contract development platform...
