Question for Americans:

A second person was shot dead by ICE in Minneapolis.
He was carrying a legal firearm and it looks like he didn't draw it, but was shot about 10 times while on the ground.

If carrying a firearm is for protection and can be used if there is a threat to life, could he have legally shot at the police, since they were the ones threatening his life?
