There are just too many to not be planned or is the basic infrastructure that far gone that this is even possible. I have no idea which one is true, but I would believe the infrastructure needs replacing because the breakdowns are too frequent. I remember we had one outage in the UK over a 10 year period due to storm damage so it was justified. Areas in SA are having multiple failures every other week.
