The max levels that you can play for Bronze league are level 3 commons, level 2 rares, level 2 epics and level 1 legendaries. You don't have to have any of your cards leveled up to earn full rewards in bronze league, but you'll have an advantage against opponents that haven't started combining cards.
If you happen to have any legendary summoners then you can play monsters that are maxed out for bronze. Just like monsters from any splinter can be combined with dragon summoners, the neutral monsters can be combined with any splinter.
I think these are some of the most impactful neutral monsters to start leveling up. These 4 cards also happen to be fairly inexpensive at the moment.
Uraeus
Epic monsters can reach level 2 in bronze when they're paired with a level 2 rare summoner or any legendary summoner. At level 2 Uraeus picks up a second melee damage and can help you make quicker work of your opponent's back line.
Xenith Monk
Xenith Monk picks up self healing at level 2 and goes from fairly mediocre but possibly worthwhile in little league to awesome little league staple. With self healing Xenith Monk picks up added value in other situations as well, like noxious fumes or earthquake rulesets.
Chaos Agent
Chaos Agent picks up the dodge ability at level 2. Because Chaos Agent is a common card you can even go to level 3 for a second health with your chaos agent if you so desire.
Gargoya Lion
Gargoya Lion picks up a second melee damage at level 3 and works with any splinter for the earthquake ruleset.
When picking out new cards to level up, it's important to consider whether you'll be playing in modern or wild format. All of the cards that I've mentioned in today's post are currently eligible for modern play. I expect that pretty much all of my readers will be familiar with these cards as they come from recent rewards and Chaos Legion. If you start to level these cards up remember that they will revert to level 1 if you pair them with a level 1 rare summoner on the battlefield.
