It looks like Hive account@p30077's problem was not about the lack of RC (Resource Credits), because they only made 1 short post and 1 very short comment. New Hive users have a permanent Resource Credits equivalent to 3 Hive Power.

I tried to request a 7-day delegation of 16 Hive Power to Hive account@p300777 from Hive account@giftgiver, but I saw an error message when I tried, even though Hive account@giftgiver still has enough Hive Power to delegate. 🤔
