DEC-B seems like an awful idea to me. You say you want DEC to peg but by putting this out there at a discount you will actually burn less DEC in the long run, therefore having the opposite effect that you desire. You may get a short-term boost to the DEC price but then when DEC doesn't stay at peg you will either try this all again or come up with some new system to try to boost DEC.
You should instead put all your focus on making the game better and bringing in new players and the economy side of things will take care of itself!
