I guess "not broken in the way you are implying" is doing a lot of work, let me try to explain.

While I would like to see more people building tools, I am not sure that the fact that marky didn't get funding is "broken" (in the way that "rally cars" is broken), because people are building more tools than ever now. I think we will get more smaller proposals from smaller tool-building users - and that's exactly what I want to see.

This is unrelated to giant longstanding proposals like value plan and what I think about them and how they could be managed better.

They are two different category of proposal in my mind.
