The rate at which pending upvote balance accrues is per unit. So with 10 units, upvotes 10x as often, 100 units, 100x, etc. Once you are accruing pending upvote balance quickly enough for upvotes on every post, then higher HSBI increases your upvote size on each post instead, up to our maximum deliverable upvote.
