this is the eventual result of any pay to win sort of situation. Unless it is kept underground and only a few people know about it then everyone will do it. It just becomes the norm. Thailand doesn't seem to really care if people know about it until it leaks out on the internet and then the government will pretend they had "no idea" it was happening then pretend to arrest a couple of fall guys, then give them a promotion somewhere else in the country.
