We try to address the poisoning issue in other ways so as to not piss off 30% of the population here. We just tell them instead of poisoning a stray that keeps getting into your trash you could just feed it. I don't really understand Islam but from what I have heard dogs are not against the rules, they just cant be in the house and you cant give them cuddles and get all silly with them... but there is no rule against being kind to them. We tell these areas that if they poison a dog it is actually going to be a lot more inconvenient for them than it would be if they simply called us and we could at least attempt to relocate it.
