These two pictures I took practically at the same location, just changed the angle a bit.
It was quite dark there, only some slight ambient light and the reflected light in the waters of the sea, coming from the village far away from me.
The big difference here is the shutter time and the ISO.
The first one is taken at 1600 ISO for 15 seconds.
The second picture I took at 800 ISO for 30 seconds.
The noise in the first one is significant, of course, when it gets zoomed and looked at 100%.
Probably if a viewer looks at it from the small screen of a mobile device, no difference could be seen.
Of course, at 15 seconds, the water doesn't have that perfect "silk" effect from the motion blurring too.
I have applied the same post processing to the two images. The camera decided to change the color temperature for the second capture, as it could be seen.
