With the fall of one empire after another, the overthrow of dictators and the rise of nation-states in the modern age, democracy has emerged as a system of government. In the age of city-states, where direct democracy was practiced, indirect democracy has taken its place in the modern-day nation-states of large-sized states.
With the dream of equality, political freedom and the rule of law, democratic systems have been introduced in one country after another, trying to ensure majority rule. Many states have been able to fulfill their dreams of democracy by holding fair elections from time to time, ensuring the rights of minorities and ensuring human rights.
In Aristotle's regime, democracy has been portrayed as the rule of the incompetent, as an opportunity for the clever poor to prosper by exploiting the state structure. Many states cannot fulfill civil rights, cannot guarantee the rule of law, cannot guarantee the right to freedom of speech and economic equality. Rather, it benefits the class closest to power, who amass wealth through illicit gain, increasing socio-state inequality. As a result, democratic values are gradually declining, people lose confidence in democratic government.
Many influential people, many interest groups and the ruling class's desire to stay in power are behind the failure of the state to fulfill these democratic values.
