Como sabrán, el Cuartel San Carlos es una edificación muy antigua y funcionaba como puesto militar y fue construida al Norte de Caracas, ordenada por el gobernador de la Provincia de Venezuela de aquel entonces, don Luis de Unzagay Amenzaga, en el año 1787. Era un cuartel de artillería que constituiría como punto final del sistema de fortificaciones entre el puerto de la Guaira y Caracas. Su construcción se basó con murales de tapia, el cual posee un patio de armas rodeado de galerías con arcada.
La estructura militar también funcionó como prisión militar y política hasta el año 1994. En la década del 60 ocurrieron fugas de un grupo de activistas de izquierda, que pusieron en entre dicho la seguridad de albergar prisioneros.
Cabe destacar, que el nombre de ese Cuartel lo pusieron en honor a Carlo III, el cual también es conocido como el Cuartel de Veterano. Pieza notable y ejemplo de ingeniería militar que espera ser reabierto algún día para la visita del público en general, como Monumento Histórico Nacional.
