Since the beginning of the industrial revolution process, an advance in productivity levels was evidenced, but at the same time this led to an increase in accident levels within the companies with the highest number of workers, these levels of accidents occurred due to the lack of regulations and laws that supervise the activities and conditions of the areas where the tasks are developed and that according to their characteristics could be exposed to an incident that produces risks both physical, psychological and other aspects that could lead the worker to a partial or permanent disability.
Faced with this situation, researchers turned their attention to the study of the different actions that would lead to improve the performance of workers through the implementation of mechanisms that would prevent accidents and help organizations to reduce costs due to the effects of absences caused by employee illnesses. It should be noted that a variety of social and governmental organizations have directed their attention to the regulation of safety conditions, hygiene and occupational health within companies, the experiences in Spain, Brazil, and in some European countries, implementing measures to prevent and reduce accident rates, incidents, risk factors that would affect the health of workers and subsequently result in absenteeism, low performance, demotivation, absences, low productivity, among other aspects. People who are part of the organization and who perform certain functions, are called human resources for the world of work, individuals spend most of their time working in companies, which is why they need financial, material and technological resources to achieve their objectives. In today's industrialized world, the production of goods as well as services cannot be done by individuals.
On the other hand, the effect on people's lives, security and quality of life is enormous and long-lasting. The reason is simple, people are born, grow, live, educate, work and have fun with each other. Organizations, whatever their objectives may be (profit, educational, religious, political, social, economic, etc.), trap individuals like tentacles, who at the same time become more and more dependent on organizational activity. In fact, what has led individuals to provide their services in order to obtain remuneration for their work, they require adequate physical and psychological conditions for the fulfillment of organizational objectives because, if a worker is exposed to adverse conditions, he would not be able to generate efficient results that are aimed at increasing productivity and improving the quality of life of him and his family.
Considering the importance of people's health and safety, these represent one of the bases for maintaining an adequate labor force. In general, occupational risks, as well as occupational health are eminently preventive elements, since the vigor, as well as the comfort of the worker, is fundamental for the development of the activities within the working day, therefore they imply avoiding that the personnel suffers from occupational diseases.
In this sense, the International Labor Organization ILO (2008) establishes: The determination of the basic body of guarantees and responsibilities to establish an adequate level of protection of the health of workers against the risks arising from working conditions, and this within the framework of a coherent, coordinated and effective policy of prevention of occupational hazards to the job performance of workers in organizations. However, the person suffers an accident or occupational disease, which leads to consequences, both from the physical and psychological point of view, have a negative impact on labor relations. In this sense, work has become one of the activities where modern societies and states have come together to ensure occupational health, safety and hygiene. The recognition of the right of workers to the protection of their health, of their integrity has originated with the fact that work should not only be safe, but also free of risks.
Within this perspective, it can be affirmed that work in favorable conditions allows the personal and social development of the employee, demonstrating his creativity, at the same time he obtains a remuneration for such employment, however as a consequence of the execution of the work when these conditions are not favorable it causes damages to the physical and mental health of the worker, such damages can be work accidents, occupational diseases. Consequently, as time goes by and the population grows, the needs have increased, among them is the health of individuals, for this reason it is necessary to emphasize the right of every person to health.
