There are 6,017 primary schools in the country without head teachers. Therefore, teaching is being disrupted in these institutions. Conflicts are also growing among teachers due to administrative complexities. According to several teachers, they have to go to the Upazila Primary Education Office or District Primary Education Office for at least 10 working days in a month for official work. In schools where there are four teachers, there are six classes up to the fifth grade, including pre-primary class with the remaining three teachers.
At present Assistant and Head Teacher
At present, 21,614 posts of primary assistant teachers are vacant in the country. Besides, teachers have to do 13 types of work including preparation and updating of voter list, polling, child survey, agricultural census, census, assistance in preparing and receiving stipend list. If the post of headmaster is vacant, then there is no limit to suffering.
Rafiqul Islam, a teacher, said that although the recruitment of head teachers has been stopped for a long time, the ministry has not taken much initiative. If proper steps had been taken, there would not have been so many vacancies.
According to the data, there are about 27,732 vacancies for head teachers and assistant teachers in government primary schools across the country. However, a circular has already been issued for the final selection of candidates to fill the vacancies of assistant teachers.
According to the Ministry of Primary and Mass Education, out of 6,017 vacant posts of headmasters in government primary schools in 64 districts of the country, 4,018 are for promotion and 2,852 are for direct recruitment. According to the recruitment rules, 35 per cent of the head teachers are met through direct recruitment. The remaining 75 percent is met through promotion.
State Minister Zakir Hossain said,
State Minister for Primary and Mass Education Zakir Hossain recently told Parliament about the move to fill the vacant post of headmaster, adding that a letter has been sent to the Public Service Commission (PSC) for the appointment of 35 per cent directly recruited posts. According to the information, the recruitment process is progressing slowly.
On the other hand, promotion is given to the post of headmaster as per Government Primary School Teacher Recruitment Rules, 2013, Acquired Private Primary School Teachers (Determination of Terms of Service) Rules, 2013 and Non-Cadre Officers-Employees Seniority and Promotion Rules, 2011.
