Closing my account with Paypal is an unsatisfying way of fighting back. Wouldn't it make more sense to figure out a way to fine Paypal $2,500 for everytime they banned an account?

I popped the prices into a spread sheet and see that Cape Verde has the highest cost for sending SMSes. $0.389
I found several phone numbers in Cape Verde. Some fo these are Fax numbers. Being fax numbers, no user will be bothered by an sms that they cannot use.

Now when you log in you can put one of these phone numbers in as your SMS third party auth.
Making this a program that runs 24/7 and 10000s of failed logins per second is an exercise for the reader.
