That would depend on the call. Usually calls say what they're calling about.

Then again, this is already done in some parts of USA, there's this social worker type group called CAHOOTS (Crisis Assistance Helping Out On The Streets), they already respond to 911 calls, the nature of the call is what determines who is sent.
